This paper reviews, using documentary evidence, the way in which gender equality and women’s empowerment was considered in the 2009 Global Report on Human Settlement (GRHS), Planning Sustainable Cities. Given the UN commitment to mainstreaming as a strategy and what we know about how planning impacts on women, expectations were high. The review concludes that gender failed to be effectively mainstreamed into the 2009 GRHS Planning Sustainable Cities. Since the decade of women in 1976e1985 it would seem that only limited progress has been made to improve the position of women relative to men when it comes to the pan global GRHS.

Around the end of 2019, in Wuhan, Hubei Province, China, the first confirmed cases of COVID-19 were identified, and from then on, the world we were used to knowing changed globally. The role of population density, in relation to the spread of the pandemic, has been widely scrutinised in urban studies, believed to be the triggering variable. However, the results so far are inconclusive. This paper suggests instead to shift the focus to sociospatial vulnerabilities, as the effects of the pandemic’s spread have been more severe in urban units which feature long-standing inequalities. The paper’s aim is, therefore, twofold: on the one hand it aims at contributing to the debate on population density and COVID-19 in urban areas, and, on the other hand, to analyse the pandemic’s spread in relation to socio-spatial vulnerabilities. Different cities across the globe are drawn into a comparative project, where the pandemic’s spread is analysed in relation to variables of Population Density (PD) and a Social Vulnerability Index (SVI), by employing correlation matrices. The results suggest that there is no significant correlation between density and the spread of COVID-19. Instead, a positive correlation is in place when analysing the pandemic’s diffusion with socio-spatial inequalities.

The paper is based on quantitative evidence and case examples of city learning drawn from both developed and developing countries to explore selected questions raised in the literature on learning and competitiveness. Anecdotal and quantitative evidence suggest that a large shadow market for knowledge has already formed among cities around the world. Case observations reviewed here suggest that the best learners are deliberate and systematic, finding or creating new knowledge, converting it to use, and storing learning experiences that draw on collective memory. Acquired knowledge resides in two main forms: one is hard data, stored in documents, computers, or specialized units of government. Another is soft data stored in professional and social networks that link a wide array of actors in the community - not just staff in the city bureaucracy. The analysis leads to a number of propositions that deserve attention and testing: several kinds of learning systems can be observed, that the process of learning may be as important as the product in contributing to competitiveness, that policies can helpful to facilitate learning, and that a radical departure from customary policy, especially in donor institutions, may be needed to effectively meet requirements of institutional capacity building in cities of the developing world.

Resumo

This article discusses the relationship between segregation and urban redevelopment projects through an analysis of São Paulo's metropolis. Our assumption is that segregation is one of the components of capitalist urban space, since it is produced as a commodity, which determines its fragmentation and hierarchy. In the peripheral countries, this condition prevents thousands of people to live with dignity. In recent decades, the space production has become a possibility of investment for the capital in crisis. This situation reveals the importance of the urban renewal projects, because they reinforce public and private investments in specific areas of the cities, increasing its valuation. In this article, the analysis of Nova Luz Project shows that the segregation is a content of contemporary urbanism and that the city's production process is increasingly tied to the private interests and to the capital.

Resumo

Popular participation consolidates one of the ways for the accountability, on the one hand from the State to the society, with the political responsibility of the managers, and on the other hand, to receive population demands. This beneficial dynamic provides social control, which can guarantee the efficiency of public policies. This control in the municipal sphere is latent since the provision of public services occurs, in practice, in the place where the citizens’ life is developed, i.e. in the city.The municipality, therefore, constitutes the form of political organization closest to the population, playing an indispensable role in the viability of the permanent process of participation in the regulation, oversight, and control over services and public goods of local interest.

Latin America is a highly urbanized region characterized by remarkable inequality levels, also reflected in an uneven distribution of opportunities, making socio-economic segregation quite visible. Since the individual possibility to travel and therefore access to urban opportunities strongly depends on socio-economic status and the distances to overcome, highly unequal patterns of mobility and accessibility emerge. The continuous expansion of Latin American cities originates specific mobility-related inequalities visible in periurban areas, which tend to lack some key urban opportunities and public transport services usually available in cities. Due to established and new patterns of territorial segregation, these areas may generate new forms of marginality in relation to mobility, posing challenges for public action and territorial governance. Our paper considers if and how periurban areas experience different forms of mobility-related inequalities in three Latin American metropolises in Brazil, Chile, and Colombia (São Paulo, Santiago, and Bogotá, respectively). We do so by examining the differences among urban core and periurban zones based on four elements: socio-demographic features, access to the public transport system, spatial continuity, and functional dependence. Our analysis shows that the three metropolitan regions have different structures: while Bogotá and Santiago appear to be more dependent on the urban core, São Paulo shows more autonomous and self-sufficient periurban zones. The analysis also highlights different forms of peripherality, defined by differentiated mobility patterns and modal choices that suggest that city-specific lines for public action might be needed.

The city of Curitiba, Brazil, is considered an exceptional model of sustainable urban planning. It has received praise for its invention of the Bus Rapid Transit System and numerous awards identify Curitiba as one of the world's greenest cities. Controversial elements have, however, been left out of this hegemonic city discourse, along with inevitable new challenges. The aim of this article is two-fold. First, we assess whether Curitiba is living up to its reputation as a leading sustainable city by analyzing three areas of urban sustainable development: green spaces, water bodies and public transportation. We show how Curitiba experiences problems ranging from social exclusion resulting from green space policies, to polluted water bodies and hampered planning in the area of public transportation. Second, we examine how the Curitiba discourse as a leading sustainable city is able to endure in this changed material context. We demonstrate how this hegemonic discourse prevents institutional transformations: the discourse becomes reproduced by powerful networks and propaganda, masking new unsustainable realities and by the same token preventing fast and successful institutional renewal.

Resumo

Upgrading existing social housing (SH) requires user-centred participatory processes to promote values. Comparative case studies in Brazil, Germany, the Netherlands, and the UK are presented. Living Labs (LLs) were conducted for the delivery of user values and to promote an informed decision-making process. Tools and LL activities were tested to engage stakeholders in the upgrading process, support the co-creation of solutions and address social and societal challenges. The main research aims were to facilitate SH upgrading processes focusing on the delivery of value for users, achieving end-user empowerment, as well as assessing participatory decisionmaking through LLs. Research goals were achieved in each case study setting. The evaluation of specific cases informed a conceptual framework and guidelines to facilitate upgrading through LLs in varied SH landscapes.

Balancing density and open space provision towards sustainable compact cities: Evidence from São Paulo, Brasília and Berlin

Cities worldwide face the challenge of balancing densification and open space provision. However, few studies investigate how urban morphology influences that balance across different cities and continents. We identified eight urban morphological types characterizing high-density residential areas in São Paulo, Brasília (Brazil), and Berlin (Germany) and assessed those morphologies using seven indicators: population density, housing density, Floor Space Index (FSI), Ground Space Index (GSI), average building height, Open-Space Ratio (OSR), and average number of people per built area. Our findings from the Brazilian cities showed that intense verticalization does not automatically ensure open space and high density. Vertical morphologies showed the highest FSI values but not the highest housing densities, and had low to moderate OSR values, comparatively. Three morphologies found in Berlin (Contemporary, Half-Open and Edge) balanced housing density and OSR best (127–147 dwellings/ha, 0.5 to 0.8 OSR values, on average). Berlin’s Traditional type showed the best balance between FSI, GSI, average building height and OSR, with buildings ranging from 1 to 9 storeys. It also achieved the highest housing densities (188 dwellings/ha, on average), but at a cost of OSR. Those findings suggest that a compact city model with perimetral blocks (Half, Edge and Traditional types) could provide an optimum use of urban space, if open space provision is properly considered. We further discuss the advantages and implications of block-based urban planning and design (traditional in Berlin and other European cities) in contrast to plot-based (often observed in Latin American cities).

User satisfaction has been studied extensively in social housing, but this has not had a significant impact on design factors in many cases. In recent years, such studies have included the assessment of values relating to design attributes. This paper presents a discussion on the concept of desired value in social housing, based on results of a study conducted in the region of the city of Campinas, in the State of São Paulo, Brazil. End-users of four multi-family social housing projects, based on five storey walk-up apartment blocks were asked to identify aspects of housing design, which are most valued. The research method was based on the concept of stated preferences, where approximately 200 respondents organized a list of design attributes in order of their desired values. The investigation tool was based on the analogy of a deck of cards. Data was statistically analyzed and a general importance index was created for each of the value attributes. Results showed that security was the main preference aspect. Analysis of general results indicates a list of possible improvements to projects with regard to value delivery to end-users at little or no costs. To contribute towards a process of incremental improvements to social housing models in the State of São Paulo, the results of the case study can be applied by agents of the local housing provision system, in conjunction with a conceptual framework of data on housing quality indicators.
