Social Forums, modeled on the World Social Forums, are not social movements in the classic sense. They are not, and do not purport to be, the organizational form through which basic social change will be achieved, or can best be pursued. But they do bring together elements of many social movements, afford an opportunity for coalition-building among them, frequently around urban issues, and thus make a significant contribution to achieving such change. Conceivably they may be the foundation for an international social movement for change, but if so it is likely to coalesce about a specifically political program. Some concrete suggestions are made which might enhance their effectiveness.

Given the growing importance of populism in cities both empirically and in scholarly discourse, planning is increasingly grappling with this ‘unsettling era’, focusing on how to respond to these times. This opening provides an opportunity to re-engage with the idea of insurgent planning—practices that are counter-hegemonic, transgressive, and imaginative—within populist contexts. I explore the case of mobilizations by community communicators in Complexo da Maré, a set of favelas in Rio de Janeiro, Brazil, during the spread of COVID-19 in 2020. In contrast to these mobilizations, Brazil's federal right-wing populist government failed to attend to the needs of favela residents. Through the case of Maré's communicators, I highlight the need for planning to account for the role of insurgent planning as a response to populist contexts in cities of the global South.

This essay demonstrates how mediations (called Dialogues) between the University of Belo Horizonte and the residents of the Eliana Silva Occupation in that city have secured not only the right to urban land and constitutional rights that have been historically violated in Brazil, but also the right to that which is of common interest. The essays peaks to Michael Hardt and Antonio Negri’s contention that what is common goes far beyond the provision of public services. This starting point allows us to see that urban occupations are politically empowered, to the extent that poor people consciously violate the Brazilian law governing the right of possession and ownership over urban land through creative and cooperative actions that are undertaken and extended across networks.This essay will focus on the centrality of the struggle to build a common communication platform serving to nourish social ties and sociability among those social actors who share the same human deprivation –– lack of access to what should be widely available to all citizens. On the theoretical side, the essay takes Pierre Bourdieu, Bruno Latour and Milton Santos as its guides to understanding how social actors act in the struggle for socio-spatial coexistence and urbanity.

Resumo

The fate of the Jardim Colombo favela in São Paulo changed with the birth of a youth-led urban movement during the first art festival held in 2018. Planned and delivered in one month, the festival gathered dozens of volunteers and hundreds of residents to dream together about transforming a dumping site into a park for the community. The excitement of this initial action soon materialized into a self-aware social infrastructure ready to face future and unexpected challenges—including a pandemic, to which the young leaders in Jardim Colombo would respond with creativity, preventing devastating health outcomes. Drawing on three months of fieldwork and an ongoing relationship with the community leaders, I explore how this one-off celebration turned into an urban movement that is pursuing increasingly ambitious social and material goals. Sustained by four pillars—youth, women, creativity and planning—I present this story as a deployment of celebratory insurgency strategically engaging in festive practices to subtly push its counter-hegemonic political agenda in relation to cultural and identity matters. I argue that framing this creative approach as a planned urban celebration may inspire other planning initiatives seeking social justice in the peripheries of cities across the global South.

This article discusses the changes taking place in the Brazilian vehicle assembly industry of the 1990s with particular reference to the state of Rio de Janeiro, Brazil. It focuses upon a case study of Volkswagen’s bus and truck assembly plant, opened in 1996, and its workers at Resende. The experience of the `modular system’ of production has been presented as a major development in vehicle assembly. The article analyses the originality of VW’s new form of organization of production and the strategy of the firm to look for localities with weak labour unionism. It also argues that despite the difficulties the local union faced in its attempts to intervene in the process of wage bargaining and to influence the management of aspects of production, there has been a rapid process of mobilizing the new workers for effective labour union action.

Brazilian cities have been the sites of significant experiments in participatory and deliberative governance. Participatory budgeting has to be singled out as one of the most important of these. After the landmark experience in Porto Alegre, participatory budgeting has been expanded to 170 Brazilian cities. Is the expansion of participatory budgeting equivalent to the expansion of the deliberative and distributive characteristics of the Porto Alegre experience? This article argues that the conditions that account for the emergence of participatory budgeting in Porto Alegre are unique to that city’s social or political characteristics. It focuses on the role of existing civil society associations in the emergence of participatory budgeting, as well as in its institutional format. It also shows that the presence of civic associations is linked to the deliberative and distributive results of participatory budgeting and that these conditions may not be present in other participatory budgeting experiences.

Contemporary discussions of ‘democratic innovation experiences’ have evolved into aheated debate about how effective these ‘new spaces’ are in including ordinary citizens, particularly those traditionally marginalized and excluded. This article focuses on the Brazilian experience with Health Councils and begins by discussing the conditions that have been pointed out by previous studies as favouring the inclusion of these groups in these ‘new spaces’. On the basis of these studies, one question that remains is about the democratic legitimacy of these experiences, as it seems that there is a bias towards the inclusion of those that already have political ties with the traditional political system.The local Health Councils in 31 subprefeituras (new administrative subdivisions) of the city of São Paulo were researched and a continuum was observed: ranging from a small number of one or two sectors that have historical ties with political parties included in the council to a far more diversified composition, including up to seven sectors with autonomous representatives and various types of association. Using these results as their starting-point, the analyses conclude with a discussion of the relative significance of the factors previously identified as central in establishing the democratic legitimacy of these ‘new democratic spaces’.

This paper presents one of the case studies of the international applied research project ‘‘Promoting Decent Work in Construction and Related Services: the Key Role of Local Authorities’’. An article in this special issue presents the aims, scope, methodology and rationale of this research project. The purpose of this article is to present the local employment situation in Santo André, using some indicators of the four key components of decent work. In this case study, quantitative data analysis included official statistics at both the national and local levels. In addition, qualitative information was collected by interviews with key actors of different institutions involved in the construction sector, namely staff of the Municipality of Santo André, workers’ unions and employers’ associations. The research also analysed the initiatives of the municipal authorities in Santo André to promote employment in the construction sector and related services. Special attention has been attributed to the Santo André Mais Igual (SAMI) programme, because it has been selected as an example of ‘‘best practice’’ for urban upgrading and social inclusion.

Popular participation consolidates one of the ways for the accountability, on the one hand from the State to the society, with the political responsibility of the managers, and on the other hand, to receive population demands. This beneficial dynamic provides social control, which can guarantee the efficiency of public policies. This control in the municipal sphere is latent since the provision of public services occurs, in practice, in the place where the citizens’ life is developed, i.e. in the city.The municipality, therefore, constitutes the form of political organization closest to the population, playing an indispensable role in the viability of the permanent process of participation in the regulation, oversight, and control over services and public goods of local interest.

The employment of means for efficient use of water and energy are being increasingly incentivized, in relation to the sustainability of buildings. In Brazil, there is much concern regarding the difficulty of getting low-income segments of the population to adopt energy-saving technologies. This study provides guidelines for the inclusion of manufactured, low-cost solar water heaters (LCSWH) in low-income housing in combination with environmental education of this segment of the population. Therefore, a group of dwellings located in a low-income community in Campinas SP, Brazil, was selected for installation of LCSWHs, which were assembled and installed by the study population itself, who also participated in environmental awareness workshops. Particularly apparent in the results obtained, was a tendency to reduce energy consumption by using the LCSWH, attributable in part to behavioral changes from environmental awareness; and that the planning, application or organized systematization of knowledge is feasible in low-income housing, provided it is not promoted solely by dependency culture, since the objective is to provide an instrument for self-discovery, mobilization and participation by the population.
